Discord is a manifestation of Chaos, a natural state of worldly Order made manifest by the free will and desires of individuals. It is not good nor is it inherently evil, Chaos is essentially controlled by Choice, and Discord chose to go about his Chaos in a more positive way after spending time with his beloved Fluttershy and the Ponies of Equestria, having already learned what it feels like to be Manipulated and Used for selfish and destructive purposes for the sake of selfishness and destruction alone.  
Tirek sought nothing beyond power for the sake of power itself; he already had everything that most others in the world would have desired: a legacy of nobility, a loving family, and a bright future ahead of him as the ruler of Centaur and Gargoyle-kind. Yet he threw it all away to obtain the strength of the Sun and Moon Goddesses for the simple sake of obtaining power for himself.  
Cosmos while a Draconequus like Discord, is not a simple being of unaligned Chaos, she is a Manifestation of Malice and Control, she is a being of pure destruction that sees herself as above morality due to her nature. In her eyes, she feels entitled to whatever she feels like doing or wanting to do she has no morals or ethics just belief in that its Her Will alone that this universe deserves to exist, caring not for the beings that inhabit it, only seeing them as playthings at best or nuisances at worst.

Reforming Cosmos would require a male version of Fluttershy and a lot more patience than it was needed with Discord.

And this is why you’re never getting off the damn moon.
