In every Fallout game I’ve played, I’ve operated with the goal of “peace through superior firepower”, whence I sided with the Brotherhood, since conquering the wasteland and enforcing law seems like the best way to get rid of the raiders and slavers.

The correct question is this: do the Raiders not have it coming? They start off thieves, but inevitably become murderers. Drug addiction is no excuse.
 
By murdering raiders, she’s stopping more honest living ponies from dying. If that makes her a serial killer, at least she’s doing it for the sake of saving more lives.
