I would agree with you if he actually said that. But he specifically said, and I quote, “I intended to prepare Twilight for anything by orchestrating an epic attack at her coronation. (…) Just think – after defeating three baddies, Twilight would have to believe that she’s the leader we all know she is!” He never cared about the villains’ growth or development. To him, they were just pawns; objects to be used and thrown away. Plus, even after they were defeated, he never suggested that Twilight try and reform him, only subject them to a fate worse than death. And many a fan as well as the staff found this acceptable. It just…ugh.

Even if she wasn’t in that state, she is pretty much nothing.  
Mean 6 showed she is not as effective anymore due to losing her hive and whatever plan she came up with can end up backfiring on her horribly.  
In the state she was in now in season 9 before “Grogar” plucked her up, she is really not a threat to anyone anymore(but to herself)

If anything, she’s a threat to only herself when she is like that.
