Because you’d want to make it out of latex, and normal ball gowns are expensive.
For example, a seamstress quoted me $600 to make a copy of Rarity’s Gala dress. Imagine the cost of an inflatable latex version of the dress.

I feel like it is something where making a bad version of wouldn’t be that hard, just take stuff like pool floats and bend them.

No. Inflatable clothes I imagine are very expensive. I have seen an inflatable dress for sale somewhere once, though. Might get it one day.
