I can see Discord losing his powers for a short time out of punishment but even I have to say that it would be ridiculous to not give them back to him at all.

That the creature with the most morally and ethically repugnant motivation is seen as a redeemed villain-when he’s only free because the Princess of Friends in High Places lied to cover his ass in the first place.
And your problem is thinking half-assed,negligent methods fix problems, since letting Tirek fester in his own thought’s wouldn’t fix anything.
Plus, if dear old Vorak gave a crap about Tirek he’d have done more then belittle him at every single interaction, that’s not strict, thats called being an asshole.

Because thats the way the show went. I’m sure most of those arguing that the petrification is justified and Discord was not just as bad as all the others would be arguing the opposite case if the show decided to reform them and strip Discord of most of his powers but also get to work at better reformation for him for what he did
See the problem here is that you are corresponding Tirek’s bad behavior as being because of poor parenting rather than the strict and harsh parenting we see is because Tirek had bad behavior.
Let me put it another way - you are trying to justify the actions of the three villains as “not that bad” to make Discord look “worse” because you are mad that he helped punish the three villains who destroyed half of the capital, attacked and captured the most important figures of the country, caused the ancient foes of the country to return by causing the citizens to turn on each other through espionage, and did in fact attempt to murder the Mane Six at the end.

I’m not saying he was right to attack Equestria the first time, far from it, I’m stating the train of thought behind his actions after escaping Tartarus the first time.
More so, Vorak wasn’t a decent parent even though he wasn’t the worst considering what we’ve seen of him, so the daddy issues statement still stands-and since no one seemed to try and fix those problems for over a thousand years where did they think Tirek would end up?

And unfortunately I don’t think Tirek would care how good a ruler his father was with that in context. I certainly don’t give two shits about how decent my parents are in public or in other peoples standing when they’re utter assholes at every opportunity and racist shits behind closed doors.
And true, Chrysalis’ isn’t nice, we’ve established that, nor did I state otherwise. The fact that murder serves no purpose to her does mean the Queens streak would stop short of genocide for multiple reasons.
Yeah, King Vorak wanted to avoid starting shit with Equestria. Nothing about that screamed “he’s the enemy.” He wanted to punish Sendak, someone who’d kidnapped a unicorn from Equestria, wanted to make things right with the country.
He was a good king, and Tirek just turned out rotten. In fact, he’d been keeping tabs on Tirek because he was turning out rotten, wanting to limit his power.
Tirek presumably roped Scorpan into cooperating on an unprovoked attack on Equestria (which fell apart when Scorpan befriended Star Swirl and begged him to stop, warning Celestia and Luna when he refused). The countries were never at war.

Tirek is ransacking a country that has done nothing to his. That’s not attacking an “enemy”, that’s making yourself the enemy. And if we go by that comic, he did it without his father’s approval.
Chrysalis cocoons to “save a little for the next day”.
Cozy’s shown to have little issue doing things that will get someone killed.
Not to mention the fact that the Mane Six quite possibly would’ve died in Tartarus if she won, and she made sure to pack them rotten food for their trip.

When we see the Discord wins victory, he’s toying with Celestia and Luna. They are still around but as playthings.
And hell, Cozy Glow showed a willing to murder twice in the season 8 finale - making sure the weather factory visit happens despite knowing that unicorn magic was going to fail, and then letting the Student Six plus Starlight go through that portal that may or may not kill them. She had no problem with it.
Tireks got no reasons to care about Equestria, and apparently the translation uses his comic based story to show he’s got some serious father issues so…he’s an invader ransacking his enemies land, not really out of the norm even by Pony standards, plus for some reason he avoided blasting cities so theres a few questions there.
Chrysalis might’ve enjoyed it but frankly leaving rebellions alone and still being a tyrant is even dumber then trying to hunt them down-the smart option being to manipulate them into tearing themselves apart or pulling hard 180’s to make their complaints and rally cries false or exaggerations and thus render them without support
Not really evil on the rebels bit, that’s just how things tend to work.
Plus, Cozy’s not been murderous, in that sense, more so she’s the sort to tie up loose ends.
Plus, what idiot leaves a group of fortified enemies sitting in the middle of what they conquered without action?
All of thats standard fair for war and conquering nations-the fact Chrysalis has the weird dream/stasis cocoons arguably means she’d have little reason to kill anyone that’s not proven to be a uncontainable threat.
They aren’t good, but by moral standards they’re really about average-while Discord’s basically got nothing to stand on.
And if anyone brings up Q from Star Trek, I don’t care. Q should’ve been blasted out of existence and precautions taken to make the rest of them useless in the domains they tamper with in the first place.
Similarly, I think Discord never liked to kill ponies, not on any traditional moral grounds, but because if you’re a corpse, you’ve ceased to be fun. Sure, he might be willing to scare you by seemingly putting your life in danger (like in AMOP), but he wouldn’t actually go through with it.
Those three villains, on the other hand? They probably would kill you for nothing more than amusement (or genocidal hatred). S5’s finale had Tirek blowing stuff up for the hell of it, and Chrysalis was having fun hunting down every last pocket of resistance to cement her absolute rule.

If he never got his powers back he’d be fucked because it would reduce him to do only normal things and from what we learned in S07E12 being normal destroys him.
For real. As much as Celestia and Luna have been Worfed for the sake of the plot, they’re rather powerful. The two of them together kicked Sombra’s ass without the Elements, and they probably would’ve taken Cozy Glow right out in the same way if she didn’t use the bell as a cheap shot to drain them.
If Twilight could cast a petrification spell, so could the alicorn who was something like the headmare of the School of Magic and her alicorn sister.
Acting like Discord is the only one who could do this is weird, y’know?
And the only reason Discord escaped from stone (and presumably why he was conscious) is because he’s Discord.
Indeed, Chrysalis is far weaker than Celestia and Luna individually in the state she was in, and so were Tirek and Cozy. The Elements aren’t needed. (If someone thinks Chrysalis is stronger than Celestia, pay attention to her dialogue in A Canterlot Wedding, and note her surprise at winning; it isn’t a permanent power boost, from absorbing love)
Discord asking to help them probably wouldn’t have happened if he thought they couldn’t do it themselves, because then they wouldn’t have had a choice.
