Well, because of his silly nature, it makes sense that it was played for laughs.
I feel it would’ve been strange to make it as serious as the rest of the villains.

But they’re not canon.
Handwaving a character’s prior villainy as “it was another character’s fault” and completely wrecking their character development in the process has been a running theme in these comics since the very beginning. It’s a big part of why I dislike them and refuse to acknowledge them as canon.
