This card would be so SO broken, especially with the Dredge keyword from Sunken City.
You could have a hand of big units, play Gone Fishin’ for the Dredge effect, put a 0-Cost card like Preparation on top, play this to draw it and have your entire hand cost (0) meaning you could cheat out some highly stated minions on the starting turn.

It would be interesting to see what the actual stats for this card would be. On average, I feel like you wouldn’t gain anything from it, if played completely random. But you do have control over it.
 
With this card, you do want to have a few 9s and 8s, but not too many so you might not draw one. You also want to wait with it until you have several cards on hand, and that you’ve drawn as many of the high cost cards so you have a lower risk of drawing one. Then you play as much of the 0–2 (or up to the average cost of your deck), before playing this card. Because you might draw a 2 or 3, and have several 0 and 1 on your hand.
 
If this card is too effective, then you could add a cost to it. A small cost would reduce the gain. It would also reduce the amount of (low cost) cards you can play beforehand, which will make this card even less effective.

Not quite. It’s more of a double edged sword card than a broken card.  
What happens if the Rogue players decides to play it early and draws a 9? Now he can’t play his combos properly or play the cards at all until late game with minor aid.
That’s an interesting idea.
 
A bit annoyed by the kerning on the “.V”, and the lack of space looks weird. But I guess this was made using a website or something.
