They throttle if I use more than 7GB AND there is congestion. Otherwise it’s full speed ahead.
But how do you know they don’t slow you down if you use enough data? Because it’s not unusual for that to happen.

This matters only for people whose phones have web browsers or other applications that can upload and download data rather than voice and SMS messaging.
If your phone reads that it is connected to a wi-fi network, then the data you download and upload is channeled to the Internet through that local network, which bears whatever the cost of the connection might be. For instance, if you are connected to the coffee shop’s wi-fi, the coffee shop is paying the Internet bill.
If you are not connected to a wireless network, then you are downloading data over the cellphone system, which typically comes with either a burdensome cost per, say, 100MB of data, or has a monthly cap on downloadable amounts. Some people have unlimited free data, in which case this is not an issue, but usually you would know if this is a feature of your cellphone plan.
Therefore it’s usually better for people to be connected to wi-fi than using data. However, wi-fi connects can drop silently, in which case someone firing up their browser or other apps would be using data without noticing. Occasional reminders to check that you’re on wi-fi rather than data are just a wholesome little thing people do to randomly help out people using their site.

But what IS it I mean, I do not quite get what its for. (I am one of those rare few whos cell phone isnt SMART lol)
