If you are on good terms with the Legion or NCR, after completing the quest “The Apocalypse” in Lonesome Road (cannot be done with “The End”) by nuking either or both sides after dealing with Ulysses, Caeser or Kimball (Not completely sure for NCR) will send groups to try and kill you, but they are not hostile, so they just stand there…menacingly.
Man, New Vegas is a trove for these situations.

You are missing out.
Not really. I just abuse the faction system to be favored by everyone but the powder gangers until I’m good and ready to end the playthrough and pick a side. Besides, my way lets the legion give me tons of ammo.
