Mane and coat is random I think. But now they say in show Babs Seed is aunt and uncle oranges second daughter the older one is the mare Applejack hugged at the start.

He could live in Manehattan, and have dressed that way. It’s like all the tourists I see here in the West, with cowboy boots and hats, thinking they’ll fit in.  
Those could even be fake Bubba teeth that you can buy in joke shops.

No. If you look to the full family photo, on the far left, you can see Aunt and Uncle Orange.
 
They are probably Babs Seed’s parents.
 
However, Cindy Morrow stated that she didn’t know if Aunt and Uncle Orange were Babs’ parents. But they are all from Manehatten, and Babs Seed has the same mane-scheme as them.

Strong family resemblances don’t seem to be common. Neither Pound nor Pumpkin resemble Cup Cake, Twilight’s colors don’t resemble her parent’s that much, and Pinkie doesn’t look a thing like her parents.

Wasn’t it pretty much implied Babs parents/sister couldn’t make it? And they look to mid-western to be seen in Manehatten. Unless they’re the underwear cowboy type…
