not sure how the targeting is gonna work on the second one but i am sure i read the punctuation correctly.
otherwise it would be:
Change a minion’s health to one and silence it if you control a beast.
I think you misread the card, the beast doesn’t get silenced the rebuffed minion does.
and seeing as it costs 3 more mana than another card with comparable effect(minus the silencing) i think it works.

That makes the set to 1 health part useless,
because you would silence the “1-health debuff” and the minion would have his normal health again
