A doormat sort of person would also be friends with this Moonie if she wanted. This Moondancer clearly has some issues, but one of them is not ‘hates Twilight.’ I suspect they had a very casual school relationship, enough so that Moon at least knew that after she was evicted from her home Twilight would put her up in her giant empty castle.

You’re asking this comic to make sense when it has cell phones and cars for ponies.
 
But I would suspect they’ve been friends in the past, and continue to be. Moonie showed up on day with luggage and just moved in. If Twilight wasn’t a friend, she would not have allowed that.
