My bad. Changed tags to OC. Somehow she looked like Luna for me (alicorn, blue coat, night theme). I’m not the artist though, so I have no idea what it really meant to be. The hair can be explained as no-magic version (like pink mane on Celestia), but the cutie mark is wrong, you’re right.

This does not look like Luna at all really. The mane and tail colors are wrong as is the cutie mark. still cute though
