No, she was able to keep up with Twilight (impressive enough) but neither was able to best the other, which was why they actually started talking again at all. Winning requires an intent to beat the other, and while Starlight wanted Twilight to hurt, she didn’t want her dead. Same with Twilight, minus the hurt part.
Starlight knows how to misuse a powerful magical artifact to effectively remove the limits on a spell that normally cannot even do more than place you in a meaningless timeloop. Now, maybe with enough planning she could go back, use the limited time of the spell to warn herself of a coming battle, and prevent a mortal strike… provided it wasn’t on her herself.
