Stop having a political science wank. Listen, this isn’t Earth, this is Equestria. Other than the Princesses, ‘political’ leaders are just community organizers with a title. They hold no more power than what the public wishes because there is no need to. You want to make this an AU, that’s fine… but this is just silly.

that’s racist, only because she’s a pony and she the mayor and the ponies in their world personalities and jobs and special talents and appearance usually are associated with thier name, does not mean her name must be mayor, as far as we know it could possibly be sugar

Why does everyone assume that ponies have some form of democratic government at all? O.o Aside from the use of the title ‘mayor’ which…could just be her name.

The House of Representatives makes laws, which they vote on and then it goes to the population to vote on.
 
If it passes, the law is taken to the Princesses to review.

Prime Minister- elected from the population of Equestria… froom one of the governors
 
similar to the US president.
 
Any Equestrian citizen can run for the office of Governor.  
Any Governor can run for the office of Prime Minister, which is voted on by the population of Equestria.
