It’s almost like she built up a reputation as a stern, serious ruler who didn’t share her insecurities or doubts with anypony because she had issues relating to something from a long time ago that was only resolved a few years ago, say, the second half of the beginning of the series.
tl;dr, she changed because Luna came back.
