If you look closely, there’s some shine on his thigh. They’re two-color pantyhose.

Also, they look like thigh-high stockings at first. Upon closer inspection, I can see where the garment may cover the hips like a pair of pantyhose, but it’s hard to tell. It’s the color of the upper portion of the garment, if it exists there.
