Actually you are both wrong. Starlight fits in both roles. And Spike couldn’t do what Starlight did in Fame and Misfortune because he would be in the same boat as the Mane 6.

My “Non-Gratuitous Glimmer Test” is whether or not her character could be replaced by another member of the cast and the story hold up just as well. For example, “Fame and Misfortune” fails the test because Glimmer’s role could have just as easily been done by Spike. On the other hand, “Marks for Effort” passes the NGGT, because Glimmer’s role as the school guidance councilor was a good counterpoint to Twilight’s role as principal.
 
“The End in Friend”, unfortunately, fails the NGGT. Glimmer’s role could have easily been done (and actually would’ve made more sense if it had been done) by Twilight Sparkle, trying to fix the problem she realizes she created earlier in the episode.
