None of those developments have anything to do with her relationship with Celestia, and it was Starlight who decided they should ignore the rulebook, Twilight had to be convinced. And of course Twilight has issues, that’s the point.

that’s a good point, every episode where there’s an event that Celestia’s gonna be at, Twilight almost always goes nutso and OOC to try to make everything perfect/overthink everything even though it’s Season 8
the Philomena episode, Lesson Zero, the S7 premiere, the Trixie/Starlight episode, even in the fucking movie
