How disappointing,I was hoping he would be some kid of official in Equestria’s government for world building sake. Alas he looks and sounds too evil even for a Horse politician.
He’s just the head of the school board.
The Term Chancellor implies being a government official so he could actually be the head of Equestria’s government but from the context of the scene it appears he may be a court judge of some kind.
