Assuming that a 2/3s vote is enough, as opposed to a consensus
Maybe the third mind could be the tie breaker. Bellicus and Serena love to debate and argue with each other, and their arguments are so perfect, that they need a third mind to reconcile the argument and do something.
Can you really call them overpowered when it takes hours to millennia of debating just to do even the simplest of things? And adding a third mind in there just makes it worse
