I’m taking this up in a PM, because this is just getting ridiculous.
The rule requires spoilers for above-rating comments. The comment was spoilered as the rule requires. If you want to complain about the specifics of the rules then you can open a thread on the site and policy forum.
Again, attacking other users is against the rules. Trying to justify those attacks because you don’t like a particular user is not going to endear me to your cause.

The reason I linked to rule 7 is to demonstrate that he was following the rule.
Even if the report was closed in error, attacking users in public because you didn’t get your way is not helping your cause.
