Who cares? The entire Storm Army do have obsidian orbs to turn their victims into obsidian statues.

Also, the Storm King has these obsidian orbs too,
so I presume it’s just another magical device schematic that he’s stolen in the past.
Maybe she has some sort of enchanted container somewhere on her to pull them out of? Just because she can’t use her own magic doesn’t mean she can’t use magic from another source.
I know read the prequel book,”The stormy road to Canterlot”. I also think the wiki has some summary of the book.

I must agree, I mean she wasn’t able to attend the school of gifted unicorns because her magic was too raw due to her broken horn.
She can’t use any other magic. Broken horn means any use just makes sparks and bolts fly.
That’s what I’d assume, though I haven’t seen the movie.
