well i read the comments in the source. the program is the weakpoint. it can only work with 1 layer or so? so switching programms is a valid point. there are many to choose. from hitfilm up to after effects. there is something for everyone. and for every budget. you cant really expect people to loove your stuff when you use mspaint except you are a god. (i have seen some really impressive mspaintings XD). so yeah. its the artist/animators fault to use such a shitty programm to animate and doesnt do research beforehand.

“Use a different program” isn’t very helpful unless you’ve got any specific suggestions on which program to use, and why the current program the artist is using is insufficient.
 
Anyway, I’m no expert, but I suspect the real issue is that the artist is attempting to animate the final image rather than separate out the layer with Dash on it, animating that, then recombining it with the background layer. I’m not familiar with the tools being used here though, so I have no idea how difficult that would be.
 
Also, your attitude is shit. If you want your feedback to be interpreted in a constructive manner, you need to word your comments a bit more diplomatically.

what is sad here is that the artist who even created this animation, wasnt able  
to make it right from the start. and its not our fault when the animator/artist  
used a crappy animation programm which isnt capable of making good animations  
in the first place. so saying that this animation is crap is just correct.  
because it is crap.
 
if you want to hear some constructive feedback:  
use programms that are capable of making decent animations. otherwise  
you have to accept that people point exactly that out.
 
so again. this animation is technically crap but artwork wise nice.

People like you and Epic are why DNP lists are so extensive. If you’d bothered to check the origin of the picture, you’d see that the original artist also did the animation, as opposed to some random person. With “feedback” like this, clearly intended not to help the artist but to make the “critic” feel like they’re in charge, it wouldn’t surprise me to see the artist say “screw it, I’m not going to bother if this is how I get treated”.
 
Perhaps you’ve confused this site with e621, where lynch mobs and YouTube-grade commentary are the norm? Maybe you’d be happier there, as making artists miserable is the local sport and is accepted.

That’s a really bad attempt at animating it, you can see portions of the clouds moving with the wings.
