If it was that design, then sure.  
But this image has frills looking more like underwear.
 
It also has a bow, which is more common on underwear.
 
Finally, the bra has cups and shaped like a bra. A bikini is often drawn (like that image you down) without any cups/support.
 
 
I’m not saying it is underwear; but it does look a lot like underwear. Almost like she’s using underwear as a swimsuit.

Swimsuits? The way the details are drawn, it really looks like underwear, especially with small frills and bows are added. Maybe the right outfit is a swimsuit, but not the left one.
