It’s only a road to revolution if somehow managed over the many millions. Otherwise politics itself, as a high form is a thing of theater played in the courts and halls of power. Even in the modern Republic power shifts between people and individuals as competition between the bureaucrats or their heads. It doesn’t really matter their relationship with the people they rule, since politics as it regards to seeking information on individuals within the circles of power in order to use for or against them are a fundamental aspect of keeping the wheels moving. Arguably in civilian life this is just as important a thing to observe or be aware of, because what can be said at the proverbial water color could trigger office intrigue.
If we want to get serious about Machiavelli politics is cruelty because politics in the high form requires cruelty. It’s one thing to be a nice guy with nice guy goals, but you’ll always find yourself proverbially ganked.
To wheel back to the original post about it being a monarchy, more than likely there’s not a whole lot of rules that determine what Luna and Celestia may or may not do. Judging the show on the surface the pone world doesn’t even have a parliament which would itself have the authority to hold the monarchs accountable in as much itself or they would hold parliament accountable. By the sole monopolization of power among the diarchy, triarchy, or tetrarchy there’s not really anypony who can tell them what to do or not to do, they’re ruling purely from the force of their individual will and personality; and so long as it is generally good then it might be said that no one cares (of they are generally powerful, analogous to the Emperors of Rome and post-Qin China). Any sort of individual check of power in an all-too serious sense would come from any of the other leading to just another pretendership and something comparable to Westeros.
But this implies anyone finds out, or cares.

Honestly at this point the amount of neotistic bull and lackluster treatment of their own ideals has left me unsympathetic to any of the main cast.
