Then why not just kill Dinky right on the spot and be done with it? There must be something else he has in mind for her.
 
Well, this is a universe with outright magic in it.
 
Maybe he’s planning some sort of ‘purification’ ritual, to make her ‘normal?’
 
Either that, or some really messed up ‘ends justify the means’ type deal with some other power, because he’s become convinced that not even Celestia can be trusted to come to the ‘right’ solution with the creatures of darkness.

After reading this page and Wing8492’s comment below, my brain came to a slightly darker implication to the foal-napping that started this arc. If Dinky’s father is a werewolf, Sky may be in a “destroy the half breed filth” kind of mindset, maybe even one where destroying the link between Derpy and the monsters (and subsequent wall that formed between him and his sister) may “free” her and allow them to reunite as a family.
 
… that’s kinda messed up when you think about it
