I think you’re asking whether the sea pony statue on the right represents the Aquastrian seaponies instead of the Seaquestrian ones? In that case, almost certainly not.
 
The seaponies from the movie and those in Under the Sparkling Sea, the picture book Aquastria featured in, look very different. The statue there looks a great deal like the movie seaponies, and as such probably represents the Seaquestrians. (Which raises a lot of questions, since this building is supposed to have gone unused fro centuries. Or maybe not and they just erected the statue recently – I figure they would probably have had to renovate the place anyway, realistically speaking, so why not add some recognition for the younger nations while they were at it?)
 
Anyway: the Aquastrian seaponies were essentially giant seahorses, and look very different from the Seaquestrians, who are basically pony mermaids:
 

 
The statue has a pair of articulated vertebrate limbs, a mane, a large fin running down its back, mammalian ears instead of fins and a tail ending in another large fin, all thing the Aquastrian seaponies lack. Since, again, that statue looks nothing like the Aquastrians, I really don’t think it resents them.

Could be they’re just not visible. Two of the stained-glass windows are only visible partway – the one with the parrot on the far left and the one with what I’m fairly sure is a griffon on the far right – so I’d guess we’re only seeing a section of the full display.

I definitely hope we’ll see zebras, but do we have any reason to expect that there’s more draconequi besides Discord? I’m not saying it’s impossible we’ll see any, but I do think the likeliest explanation is that Discord is a unique being.

Well, the reformed ones probably haven’t been around long enough to get one, and the old ones were a whole nation of militaristic predators who seemed to have no interest in other species as anything but food, so I’m not too surprised they don’t get their own window in the pony United Nations.
