Well, that image is lesbian shipping. It doesn’t have to be sexual. Besides, if something in a tag bothers you and other things in the tag does not then there is the advanced filters. So you can filter lesbian when it involves kissing or sexual stuff but keep it visible when it’s images like that one.
And sometimes tags reflect source description or uploader’s personal opinion, but not something present in the image itself.
For example, a lot of arts with innocent non-sexual hugs are tagged “lesbian”, sometimes because artist once made a similar art with lesbian pairing.
Or something like this.
