Nope, that’s just lack of age. It’ll take him until he’s 50 or so to reach full growth, but he’s the right age for puberty. And hey, ponies don’t have age of consent laws for dragons anyway. Greed growth is an unnatural maturity needed to protect a horde. It’s why he lost all cognitive thought and became a monster.
