It’s hard to notice, you have to look closely to see the outline change from soft to sharp,  
it’s kind of minor as far as ‘out of focus blur’ goes.  
Maybe the copies that were sent out for home media release had some weird bug that screwed up some color palettes when certain specific settings were used.  
I’m not even sure how such a big art editing mistake would happen (maybe some coding/scripting error?),  
but that’s my best guess for why it’s suddenly proper during an out-of-focus shot and desaturated/pale outside of that.

and got excited and happy about it as soon as Starlight reminded her.

The ‘camera focus’ changes to be sharper on Sunset.  
See the gif in the first comment, the camera is focused on Starlight for most of this scene.

But why would she open and flip through the pages? Just to be absolutely sure they’re empty? Or perhaps just testing her magic?

It looks like her color palette is normal when she is ‘out of focus’ in the media release version.  
Notice that it changes right as her character outline gets into sharper focus from the ‘camera’,  
the same moment she closes her journal.
