Unless it’s an omnicidal AI, it’s just a rather bizarre looking custom MS.

In Iron Blooded Orphans, Mobile Armors are generally huge animalistic AI controlled robots named after angels. Their prime directive is basically to destroy all Gundams and kill all humans. So no, adding two more legs to a mobile suit doesn’t make it a mobile armor in this case.
