Agreed, context is the main selling point for something to be scary or just weird/silly.
 
Now we REALLY need someone to animate Pinkie in a clown suit with the head tracking.

Honestly found it really unsettling, at least in a cinema-setting, and in context with the rest of the movie.
 
The whole room shakes from the base of the ‘song’ playing in tune with the steps as if a titan is in the next room over, and It is death glaring right at you and the character he’s doing this dance at.
 
To me at least, it really drove home that ‘Pennywise’ is just another mask of It. A favored mask, yes, but It doesn’t actually UNDERSTAND clowns anymore then it does humans, or anything else it mimics beyond ‘this gives me more juicy fear to feed on.’
