It doesn’t matter if he calls her that or not. As you said, she is a parental-sibling figure that as far as I can tell, is also his main attachement figure meaning she raised him. Plus she’s the one that gave him life.
If she did, then he would admit she is “mommy”
She did raise him, tho. There is no age restriction on being a mom.
Little girls can’t be moms. Spike did say she’s not mommy. Clearly she didn’t raise him.
