It’s way more complicated than that actually. When Gagarin went to space in 1961, famines and breadlines were already over (the last soviet famine happened in 1947) and gulags (most of them) were dismantled during the de-stalinization era. The “Soviets choose the conquest of space over feeding their people” argument is mostly American propaganda. Living in the post-Stalin Soviet Union wasn’t nearly as bad as what McCarthyist propagandists wanted you to believe. Sure Soviets ate LOTS of potatoes, and meat was pretty rare, but starvation REALLY wasn’t a problem (starchy food being ultra caloric).

The incentive for the state was to prove they could beat capitalism, the incentive for individuals was to get their next meal and not get sent to a gulag.
