In many senses, they are especially orcas. Orcas have defined structures, a language that does actually vary depending on the society and location, different sorts of hunting and behavior that rely on the ecosystem around them (showing a very good sense of adaptation) and have one of the largest brain to body ratios of mammals.
 
Yeah, that is true. They could possibly learn but again, I think the communication barrier is a bit too much since I sincerely doubt either could speak the other’s language.

Fun fact: there is evidence that Dolphins may actually be sapient, but just can’t do anything with it because their language centers are not useful for our kind of society. Not to mention their lack of hands. That is a deal breaker, too.

Ok, I will spell it out for you:  
Humans (Homo sapiens) are mammals which is a class of animals yet they are not seen as animals because they are sentient.  
They share certain features with other mammals. Technically there are other members of the subtribe Hominina which aren’t animals either but unlike them we are not extinct so we commonly refer to fleshly beings either as animal or human.  
Changelings seem to be insects which is a class of animals yet they are sentient so they would not be considered animals.  
As long as they share certain features with other insects they will be classified as such, tho.  
None of the class of insects features exclude sentience.
