They actually have some frequency limit to what can “officially” be tagged seizure warning because that that tag is automatically spoilered or hidden in the default filter and featured images must be suitable for the default filter. AFAIK it’s actually supposed to only be literally for (epileptic) seizures, not for other sorts of photosensitivity trouble.

Seizure warning is meant for images that actually have a high chance of inducing a seizure. An image flashing quickly alone does not meet this standard and your regular tools to filter or hide images should be used instead.

Why forbid to add tag ‘seizure warning’ when this is exactly the tag needed for the image?..
 
I added OR id:1495733 to my spoiler filter, and this is the second tag I filter because I need to filter images which should be tagged as ‘seizure warning’. The first tag which I spoiler is ‘seizure warning’. And the current situation when mod abuse mod power to forbid tag needed by users makes moderation reputation worse.
 
 
If users filter the tag, why you force them to watch the image with this highy-frequency flashing animation?
 
If you have problem with featured image and filtered tags interaction, why you feature such an image? If you just remove the tag ‘seizure warning’ this doesn’t change the image animation.
 
If you lock this tag, you know users want to add it. If users want to add this tag, the image is needed it.
