Now that I see this image more, its a shame that the Royal Sisters unable to do anything to any threats that pop up.  
If the sisters managed to pwned Sombra without the Elements(if I heard that right), then why couldn’t the sisters be allowed to beat anymore bad guys after a 1000 years? Like.. pretty much Luna and Celestia aren’t allowed to be heroes anymore due to losing their ability to use the damn Elements.

Well, I would suspect that being the Princess of the Night would leave you with a lot of shadow control, while a Sungoddess should be able to just sear a shadow away.

So…why did they turn him into a shadow? Shadows tend to be OP in any works of fiction involving magic, jutsu, devil fruits, children’s card games, etc.
