Well most unicorns are pretty weak. Their magic only works for their everyday talent and that’s it.
Cases like Twilight and Starlight are apparently super rare.
Also, I haven’t read the full comic but is she comanding a larger dragon too, or just the teenagers? Cause I have a hard time imagining an adult seeing pegasi as a threat. Even a mindless, wingless, non-violent one treated the top Wonderbolts as annoying flies.
