Except that people don’t always say sorry even when they mean to? 
Heck, sometimes people say it too often and need to cut back (‘Stop saying you’re sorry!’) - which, if they manage to do so, would mean they’re now sometimes ‘meaning’ it without saying it, during times where they think saying it would just annoy others.
