Honestly, it’s mostly Mr. Freeze bragging.
If you make an ice sculpture, you wanna make sure it’s not gonna melt before it showcases, but night time ice shows are a bad thing. Therefore, you want it to be showcased around the twilight hours to get light to reflect, but not melt.
So his boasting of “would make the twilight sparkle”, while it IS a reference, is also him boasting that, in a competition, his ice sculpture would make all of the twilight light up and sparkle.
We had an image that had a lot of scenarios for clash dialogue, it was good.
