No, you just use bureaucracy and central planning to make work inefficient enough to overcome any amount of automation.  
The “making people into public enemies” part is for distracting people from finding out your system sucks, getting rid of the people who already managed to find out, and shifting the blame when people start asking why their standard of living is crap compared to their “exploitive and dysfunctional” capitalist neighbors.
