Its a character from the TV show Fringe (an X-Files -inspired show). Observers were bald men in black suits that seemed to be present and watching major events of the show. Andy Price frequently stated his love for the show (which aired around the same time that MLP was first broadcasting).

As long as Andy Price does more comics, there will still be Observer cameos; Andy’s not leaving pony comics AFAIK.
