Sometimes one gets tired of just using energy beams and wants to use good old-fashioned brute force.
It’s actually kind of like a light and heavy attack. The spear is the light attack and can move relatively easily. It also can be used to stop cavalry charges. The axe blade has an enormous amount of power, so much that it can even kill someone in armor.

Lets not forget that the Daleks managed to push the Time Lords, THE TIME LORDS, into near defeat before the Doctor’s intervened. I doubt one princess with the power of a sun can stand up to them for THAT long…

Its both. Each part (axe, spear, or hook(part that is on the other side of the axe head)) had a role in combat, whether it be impaling horsemen, pulling them off a horse with the hook, or using the axe head to slice into enemy combatants.
I’ve played enough Fire Emblem and Dark Souls to know that it’s an axe.
