It’s as Ereiam says. In fact, if a mermaid were to live on land in modernity, a moped would actually BE the best method for them to get around on their own besides public transportation, as it would be a vehicle they could control solely with their hands without any extra modifications. All they’d need to worry about is keeping their fins away from the road, rear tire, or exhaust, depending on how they’re sitting and how long their tail is, in order to avoid unintended road rash.  
I still say in theory that in an emergency a mermaid could drive a car (one that is has a regular gas pedal and brake), though whether the tip of a mermaid’s tail is as dexterous as a human foot in terms of manipulating pedals will be left to be debated for the aeons… that is, until we actually get a real mermaid to clarify the question once and for all. :3

Moped don’t have pedals. The controls are on the handles.

How a mermaid is able to drive a moped-despite the fact that their tail can’t reach the pedals-is beyond me.

That would be an awesome way to introduce Sunset. Based on the narrative so far, if Scootaloo doesn’t raise a fuss over AJ (whom she didn’t immediately recognize) swiping Pinkie’s scooter, then she’d definitely get pulled for riding without a helmet.

Officer #1 : Do you know what we-
Applejack : Aw c’mon, officer, Ah just ridin’ mah friend’s scooter, Ah didn’t meant to stole it!

Officer #2 : Is that you’ve wish for? Tell us that is just a costume or real.
Applejack : looks down to her tail But…
Officer #1 : Well, you gonna tell that to the station, buddy.

Sunset Shimmer : rides in her motorcycle and sees Applejack, whom she passed by Hmmm, that’s strange… What the hell am I looking at? Should I ask Twilight for this? I’m sure the rest of the girls are in trouble too.
