One of the reasons I think Kefka is a bigger villain than Sephiroth: the sheer scope of his atrocities.
 
Sephiroth burned down a village, killed the last of a human subspecies, and attempted to smash Meteor into the Planet and become a deity.
 
Kefka burned down several villages (though only one is seen in flashback), attempted to burn Figaro Castle down, poisoned Doma against the express orders of his commanding officer, killed at least sixteen Espers, killed his Emperor, then threw the Warring Triad out of their careful alignment for giggles (nobody knew what was going to happen), became a God of Magic, reshaped the entire planet, then killed untold numbers from the top of his tower made of junk.
