The earliest I’ve heard of the practice in use was during World War II
 
It actually stems beyond military ties. Porcelain(sp?) drinkware was known to carry pits in the material, which can build up soap during cleaning, or residual moisture and mildew/mold during storage after cleaning. Similar to seasoning cast iron cookware, leaving certain oils, such as those found in coffee, to dry and polymerize to create a protective coat has long been customary. If you think a “dirty” coffee cup is bad, never eat food prepared on cast iron - heck, never look in to properly seasoning and “cleaning” cast iron, for that matter.

They “season” their cups by allowing the ring of coffee residue to build up over a few years to the point the interior is solid black and thick. It’s said to improve flavor, show seniority, keep people from stealing your cup, and in an emergency reconstitute into a cup of coffee should the ship run out.
