That’s probably the nearest equivalent. Naturally the conflicts in this game are usually less violent than in Magic, but it’s the same thing of allowing your characters to take part when they usually couldn’t, although exhaustion isn’t as common as tapping is in Magic.

Crop rotation is an agricultural concept. You can’t just plant one crop all year round, as it depletes the soil, and each crop will have its own preferred growing period. So you go in a cycle, for example the three-field rotation goes: first wheat (a high profit crop, but harsh on the soil), followed by legumes like clover or peas (which fix nitrogen into the soil), and finally fallow (leave the field to just do whatever, no farming or whatever, to recover).  
You have three fields, when one is on the wheat, the other’s on peas, and the third’s left fallow. The next year, your first field goes to peas, the second lies fallow, the third grows wheat; etc.
 
So basically (and sorry for the long rambling description), this card is suggesting that each year they have to go out, pick out all the rocks, and replace them with a different type.
