yes, of course he means me.
although to back up the nerd here a bit, original BP was prob thinking about Vaporeon being one of the overall tankier non legendaries in the game. Vaporeon has very good HP and respectable sp.def, a great defensive typing of pure water (only weak to grass and electric, and grass attack aren’t that common), and access to acid armor and wish.
it’s not nearly as good a tank as I am, but it can definitely hold it’s own

not quite, the highest HP for a water type is wailord, and the one with highest HP who isn’t a legendary is, of course, Blissy.
