Luckily I paint at work and as a hobby. Mind you I paint boats at work and spartan armor for a hobby, but the fundamentals are pretty much the same. All in the mixture and application.

On a side note, ya’ll see the new kits coming out in November? 40 dollars for a precolored Dreadnaught, glue, and paint. You can only get it Ultramarine color, but golly what a value.

This might sound weird, but for your base coat try dry brushing the whole coat on in layers. I read about it in a White Dwarf issue and I was skeptical, but I gave it a try and it came out so much better. Thin paint is much better than thick. Are you using model paints or cheap acrylics, cause the coverage is kind of off. A lot of the thick look can come from the basecoat. I invested in an airbrush to fix that exact issue, now I’m quite pleased with how my XV8s came out. The weathering is a good touch, but it has to be executed right. For what you are doing, try laying down a light coat of a darker shade of the color you intend to weather, then drybrush or even brush the metallic onto it. The result will look similar to chipped paint showing the worn metallic underneath, rather than just a quick change. All things considered its not a bad paint. There are considerably worse I’ve seen. Also use less or use thinner paint, looks like you are globbing it on there and losing detail. Also use gloves, I’m pretty sure I see a fingerprint. Make sure you put a nice thin and even coating over it. Do multiple thin layers, it’ll look better than just 1 or 2 thick layers.

Oh, and a little trick if you have some gold there.
 
Try dry brushing the end of the multimelta barrel with a bit of gold. (It only needs a light dusting).  
It gives the illusion of ‘bronzing’, which is the discolouration of metal when it gets really hot.

Okay, if you want my advice on how to go about painting this so it looks like it represents Rarity, I’d say it needs starting over.
 
All the underside stuff, (weapons, superstructure for the legs, pipes on the sides of the front panel and smoke stacks), paint them flat black, then dry brush/overbrush with ‘Ironbreaker’ or the like. (steel effect). This is a quick but effective way of painting such parts, and works pretty well with most metal parts (flier engines, weapons on anything, exposed mechanical parts etc.)
 
As for colours, once you’ve done the black and dry brush (which is a bit of a messy technique- you’ll get metal flecks on armour), the next job would be to pick out all the armour panels in white. (Rarity’s body colour).
 
After that, highlights, (such as the edge to the front panel, the top edge of the leg armour etc) should be picked out in purple (Rarity’s mane colour).  
Lastly, do her cutie mark on one of the shoulders or/and on the left panel at the front.
 
To finish, the emblem would look better gold, and the purity seal should have a red seal part (that disk is supposed to be wax), and the scroll parts look better using a bone colour. If you have a steady hand, a few lines to make it look like there’s text there works well.
 
Then you just need to paint the base.

This should probably go without saying (I’m assuming the reason it hasn’t been done is just because it’s a WiP), but you should probably use either the white or purple as the primary color and get rid of the green and red completely, white can go with just about anything but having too many colors will always clash.
